Global Coordination for Mpox Medical Resources
The World Health Organization (WHO), in collaboration with Member States and various organizations, has launched a mechanism aimed at enhancing access to essential mpox medical resources. This Access and Allocation Mechanism (AAM) focuses on distributing vaccines, treatments, and diagnostic tests more effectively to those who are at the greatest risk, ensuring a fair use of the existing limited supplies.
Response to a Public Health Challenge
This initiative forms part of WHO’s response to a public health emergency declared by Dr. Tedros Adhanom Ghebreyesus on August 14, 2024. The declaration followed an alarming rise in mpox cases in the Democratic Republic of Congo and surrounding regions, with reports detailing occurrences across fifteen African nations this year alone. In light of these developments, recommendations from the International Health Regulations Emergency Committee have called on member countries to guarantee “equitable access to safe, effective and quality-assured countermeasures for mpox.”
The Importance of Vaccination and Treatment
“Vaccines, therapeutics, and diagnostics are critical tools that can help control the ongoing mpox outbreaks across Africa,” asserted WHO’s Director-General Dr. Tedros Adhanom Ghebreyesus. He emphasized that lessons learned from the COVID-19 pandemic highlight how vital international cooperation is for equitable access to health interventions where they are most urgently needed. Countries currently holding vaccine supplies are encouraged to consider donating them as part of an effort to curb infections and save lives.
Framework Behind AAM: The i-MCM-Net Initiative
The establishment of AAM is integral to the interim Medical Countermeasures Network (i-MCM-Net), which unites global partners—including UN agencies, health organizations as well as civil society groups—to create an efficient system for developing, producing, distributing medical countermeasures. This network received endorsement from WHO Member States as an interim solution while negotiations toward a comprehensive pandemic agreement remain ongoing.
A Collaborative Effort Among Stakeholders
The AAM consortium includes several key organizations such as Africa Disease Control Centres (Africa CDC), Coalition for Epidemic Preparedness Innovations (CEPI), European Union’s Health Emergency Preparedness Authority (HERA), FIND Diagnostics Initiative; along with Gavi Vaccine Alliance; PAHO Revolving Fund; UNICEF; Unitaid among others—partnering collectively towards better public health outcomes.
Pledges Toward Vaccine Supply
A total exceeding 3.6 million doses has been promised in support of the response against mpox outbreaks around Africa. Notably, contributions include 620 thousand doses pledged by multiple European nations including Germany and Spain alongside vaccine producer Bavarian Nordic. Japan leads with a pledge providing three million doses of its LC16 vaccine—a significant contribution thus far in addressing this urgent public health challenge.
